Under law 11645/08, the possibility of being, power and knowledge: An analysis of historiographic narratives on the Indigenous Peoples of Baixo Jaguaribe

SUMMARY:

This research is a study on the historiography of indigenous peoples in Ceará, covering the period from 2008 to 2025, thus encompassing the entire duration of the legal provision that requires the inclusion and valorization of indigenous history teaching in Brazilian education. Consequently, its general objective is to understand the impacts that Law 11645/08 has produced over the last decade on the historiographical productions from Ceará and the Vale do Jaguaribe made available for the teaching/study of history. The issue that instigated the investigation was the following question: In what way can the applicability of Law 11645/08 in education in Ceará, specifically in the Baixo Jaguaribe region, reframe narratives of erasure concerning itsvindigenous peoples, their history, and culture? To carry out this mapping, it considered asvsources academic historiographical productions hosted in the dissertation and thesis database of the Educapes repository, as well as works about the indigenous peoples of Ceará and the Vale do Jaguaribe available in the municipal libraries of Baixo Jaguaribe and supplementary educational materials developed and/or made available by the Secretaria de Educação do Ceará (SEDUC-CE) in the public domain. Initially, a state of the art on the theme was developed to understand how it has been approached, which theoretical frameworks are most used, and to identify possible gaps that could be minimized by the efforts resulting from this research. Consequently, the search began for works from SEDUC-CE, on various websites, and from the municipal libraries of Baixo Jaguaribe, which were archived in the cloud and subsequently analyzed qualitatively and quantitatively. In general, this study showed that in Ceará, the protagonism of peoples such as the Tapeba, Tremembé, and Pitaguary deconstructed the fallacy that made this state the first in Brazil to declare the extinction of its indigenous peoples. Although new narratives about indigenous peoples have spread since the 1990s and were potentiated after Law 11645/08, generating new research and new knowledge about the indigenous peoples of Ceará, many open gaps were found. Few studies about the original peoples of the Vale do Jaguaribe, the Paiacu; a reduced number of supplementary educational resources about the original peoples of Ceará; scarce material about the Paiacu. Given these results, the development of a supplementary educational product about the history and culture of the indigenous peoples of Ceará, resulting from this research, was considered a timely contribution to this thematic field. Thus, The Booklets of Indigenous History in Ceará are proposed, which will be distributed in "pdf" format to basic education schools in the State. This research used decolonial studies as its theoretical framework, based on the ideas of Aníbal Quijano (2005), Enrique Dussel (2005), and Walter Mignolo (2005). It established dialogues with authors who have made significant contributions to the New Indigenous History, such as Monteiro (1994, 1995), Cunha (1992), Grupioni (1995), Almeida (1997, 2010), Porto Alegre (1994, 1998), and with indigenous leaders and teachers such as Ailton Krenak, Marcos Terena, Edson Kayapó, and Casé Angatu Xukuru Tupinambá.
