RESUMO:

This study aims to analyze how teachers from the municipal network of Mossoró-RN evaluate accountability policies. It is characterized as a qualitative research (YIN, 2016) helping to reflect on the social reality in which the investigation is inserted, through the representation of the perspectives of teachers. The organization, processing and analysis of data will be done using the Content Analysis technique (BARDIN, 2011). The procedures that will be used are the bibliographical analysis, carried out from the readings of dissertations and theses of the Brazilian Digital Library of Theses and Dissertations (BDTD) and the articles in the Journal Portal of the Coordination for the Improvement of Higher Education Personnel (CAPES) crossing the descriptors: accountability and teacher. Then the document analysis, in which the data collection will take place from official documents of the municipal sphere of Mossoró-RN: The Educational Responsibility Law (2.710/2010); the Municipal Education Plan (2014-2024); Law No. 3704, of March 13, 2019, which establishes the Education Evaluation System (SIAVE). As strategies for choosing the schools and teachers that will be part of this research, a survey of data from the Basic Education Development Index (IDEB) was carried out, referring to the 5th year of Elementary School Early Years, as well as the geographic criterion, selecting a school in each administrative zone that stood out, compared to this index, in recent years compared to schools inserted in the same zone, totaling six schools (central, north, south, east, west and rural zone). The research will use a qualitative interview (POUPART, 2002) evidencing a socially constructed discourse by the 5th grade teachers of each administrative zone, seeking to build a dialogue with authors such as: Afonso (2009; 2010; 2012; 2013; 2014), Bonamino and Sousa (2012), Schneider and Nardi (2015), among others. In this way, based on the referred processes presented, it is possible to develop discussions around the intentions and tensions of the accountability policy, detecting the conceptions of the teachers in relation to these, problematizing the implications of the policies for the practice of the teachers of the Municipal Education Network in Mossoró-RN.
