RESUMO:

This dissertation project will be divided into three chapters, in the first the State will be presented from a liberal understanding, based on the Austrian School, denoting the characterizing elements that compose it: government, people and territory, as defended by Bobbio (1987) . It is essential to describe the forms of the State and the role it can assume, notably as an interventionist who enters the subjective sphere of individuals and seeks, beyond freedom, property and participation in the economic market. It is intended to exhibit an approach different from that usually taken in academic environments. In the second chapter, it will be time to highlight aspects related to the territory, notably considering the Health Care Network - RAS, from MS Ordinance No. 2.436/2017, with regard to the concept of territory defended by it and the guidelines territorialization and ascribed population. It will use the understandings of Raffestin, Ratzel and Haesbaert, regarding the concept of territory as a legal-political aspect, observing the role of the State in power relations, more specifically when it interrelates with space and with public health and territorial planning policies, especially in relation to the dynamics of micro-area 11 of the USF Cristo Rei, in Cajazeiras/PB. Thus, the aim is to clarify the existing relations between the territory and health through a systematic bibliographic literature review, especially with an integrative review bias, with bibliographic consultations and analysis, both in books, scientific articles on the subject, monographic works, periodicals and searches in online content, as well as in the analysis of legislative diplomas and other normative documents of the national legal system. While the third and last chapter will be dedicated to the analysis of the history and creation of the Health Units, as well as to present the data and information collected in the research, notably in relation to the perception of users of micro-area 11, of the USF Cristo Rei. Both specific questionnaires will be carried out using online forms to capture the population's perception of the Health Unit, the services it develops and whether its geographic location is configured as a barrier that prevents greater access by users, considering the principles universality and comprehensive care.
