RESUMO:

The bureaucratic-authoritarian regimes exposed by the military dictatorships in Latin America weakened the functioning of the state apparatus with excessive centralization, management problems, authoritarianism and oppression, which facilitated, in the late 1980s, the exaltation of a powerful discourse coming from the neoliberalism in which the State, in order to achieve development, should reduce its size. Many governments pressured by financial contracts and debt refinancing from International Financing Organizations (OIFs), began to privatize their services, often illegally and under the hands of corruption, handing over transnational companies and many of them profitable to private management, such as, for example, telephone, railway, electric energy, air transport services, as well as basic services of an essentially social nature, which are water supply and sewage treatment. In Brazil, with the need to attract financial resources for the expansion of sanitation to the most vulnerable locations, the political actors that make up the country's elective framework, with neoliberal postures and free trade disseminators in command of the economy, believe that the private service it will solve the still persistent problem of universalization in the distribution of water and collection with sewage treatment. These actors moved towards the approval of Law nº 14.026/2020, which deals with the alteration of legislation related to Brazilian Basic Sanitation, meeting the wishes of those who aspire for privatist proposals for this sector and for the dismantling of public service providers. With a bibliographical and documentary research, the aim is to describe the basic sanitation service in Brazil and the international experiences of neoliberal policies on sanitation until the vote on the new legal framework, and, with field research, it will be possible to characterize sanitation in the region of Alto Oeste Potiguar, semiarid region of the State of Rio Grande do Norte, being able to quantitatively assess the evolution of service provision and qualitatively the challenges expected from the perspective of public managers towards state and municipal sanitation companies. The approach is directly linked to the needs of families in socioeconomic vulnerability, considering that the provision of public services should not be guided by profitability, but by the desire to solve social problems and reach health and well-being.
