The Urgency and Emergency Care Network is one of the main services offered by the Brazilian Unified Health System (SUS). Among the situations of urgencies and/or emergencies assisted by the health services are the non-communicable chronic diseases (NCDs), among them the cardiovascular ones, which are responsible for a large part of the hospitalizations and adjustments among the health services, thus demanding a greater articulation between the care flows and effective and efficient management. The objective of this research is to know the health management of the regulation of patients with cardiovascular urgency and emergency, considering the regional inequalities. This is a study that will be characterized as to the approach, by qualitative research, in relation to the objective, consisting of two stages, characterized by an exploratory nature being used documentary procedures, and descriptive nature, using the field technique. The study population will consist of 30 (thirty) participants, being 15 (fifteen) managers who compose the cities belonging to the 9th Health Region of Paraiba, as well as 15 (fifteen) health professionals and/or directors and coordinators of health institutions (HRC, HUJB, RC - SAMU and UPA) involved in the process of health regulation of patients in urgency and cardiovascular emergency in the region. The instrument of data collection to be used in this research will be a semi-structured questionnaire using the Google Forms tool, which will allow participants the freedom to express their opinions about the management of patient regulation in urgency and cardiovascular emergency regarding regional inequalities. It is expected that the results identify the importance of the Urgency and Emergency Network, as well as its potential to implement the principle of accessibility and completeness of care.
