ABSTRACT:
This research project aims to analyze the changes in state capacity for the tourism policy in the municipalities of Polo Costa Branca/RN, from the adaptations in institutional arrangements established by the Tourism Regionalization Program. For this, it was organized in a descriptive way, through an exploratory research carried out through the bibliographical and documental stages, defining, from there, a methodological path to be followed in the theoretical deepening and in the field research. Characterized by a mixed, explanatory approach, consisting of a quantitative stage, which provides for the application of questionnaires and a qualitative one, to be carried out through interviews, which aim to collect data on the institutional capacities of the 17 (seventeen) municipalities that integrate the Costa Branca Tourist Region, to implement public tourism policies based on the format established by the regionalization policy. Based on a literature review on the topics and analysis of secondary data from documentary support. As hypotheses to be elucidated the precarious conditions of implementation of tourism policies in the municipalities and the theoretical assumption that failures in territorialized planning processes have the consequence of compromising development conditions from the sector.
