RESUMO:

How the occupation of the national territory and the industrialization process took place made Brazil a country marked by regional inequalities. There are several ways in which these disparities manifest themselves, among them, in access to higher education. Historically, HEIs were installed in the richest regions of the country, relegating non-metropolitan and non-coastal regions to the background, making access to higher education in Brazil a privilege for a few. However, between 2003 and 2014, a virtuous cycle of growth that marked the Lula and Dilma administrations enabled the implementation of a set of policies for the expansion and interiorization of higher education. In this way, regions in the interior of the country gained new stimuli for development, bearing in mind the relationship between education and development. In this context, the main objective of this work is to analyze the contributions of the interiorization of public higher education for the development of the Alto Oeste Potiguar region from the public HEIs installed in the municipality of Pau dos Ferros/RN. The specific objectives are: to present the main public policies for expansion and interiorization implemented between 2003 and 2014 and describe how these changed the traditional concentrating panorama, regionally and socially, of public higher education in Brazil; carry out a survey of a theoretical-conceptual framework on socioeconomic development with a focus on the regional perspective, questioning the existing articulations between access to higher education, research, innovation, and development; portray the main repercussions of the training of qualified human resources, by public HEIs in Pau dos Ferros, for the development of the Alto Oeste Potiguar and discuss how the interiorization of scientific research through from post-graduation influences the development of the Alto Oeste Potiguar. About methodological procedures, this research is configured as bibliographic and documentary, exploratory and descriptive, with qualitative-quantitative approaches, so that we use the mixed research method. The research hypothesis is that the Alto Oeste Potiguar region has been developing with the presence of public HEIs installed in Pau dos Ferros, through positive externalities directly originating from these institutions. It is believed that the expansion of opportunities for access to higher education in Pau dos Ferros and the consequent training of qualified human resources, together with the expansion of scientific research, significantly contributes to the development of the Alto Oeste Potiguar region.
