RESUMO:

The Financial Market plays a fundamental role in the allocation of financial resources, through the transaction of currencies and bonds, between different economic agents. In the context of the capitalist economy, this market plays a decisive role in the development process, as it makes it possible to manage capital between surplus sectors for deficit sectors through credit, savings and investment financing. Some currents of economic theory, such as Keynesian theory and classical location theory, subjugate the relationship between the movement of capital and regional development, whose dynamics of the development of the Financial Market can influence the performance of a given territory. Authors such as Schumpeter (1997), Mishkin (2011) and Keynes (1996), for example, reinforce the importance of allocating resources, whether through the Credit Market or Capital Market, as an inducing factor for industrial development and expansion of wealth. In the Brazilian case, the expansion of the Financial Market is relatively recent. It was from the banking reform of 1964 that they created the main instruments of regulation and intermediation of the National Financial System, with expansion of the banking system, the open market and capital flow. This movement was primarily concentrated in the Southeast of the country, while the other regions played secondary roles in the financial process. The Northeastern territory, therefore, obtained simple portions of the development of this market through financing from development banks, such as BNDES and BNB. Given this context, this dissertation project aims to provide the theoretical bases that correlate the concepts of territory, capital, wealth generation and development, whose purpose is to discuss the influence of the Financial Market on the economic dynamics and development of the Brazilian Northeast. In this sense, the development of the dissertation work will seek to answer the following questions: What is the role of the Financial Market in Brazilian regional development? What is the relationship between the Financial Market, capital, wealth generation and regional development? What is the dynamics of the Financial Market on development, capital flow and wealth generation in the Northeast, in the first two decades of the 21st century? The hypothesis that we intend to support is that there is a tendency of concentration of financial capital flows in Southeast Brazil, boosting its development to the detriment of other regions, in particular the Northeast.
