RESUMO:

This research object of analysis of the offer of mental health care services, administered to the 15 municipalities of Paraíba in the hinterland of the State of Health. This research proposal originated due to changes in the National Mental Health Policy, which represents an antithesis of the ethical framework and the Brazilian psychiatric reform, implemented without any debate with professionals, users and researchers in the field of psychosocial care, ignoring legal instances such as advice, conferences and demands as a whole. In this way, we understand that we are facing a problem born with the dismantling of Mental Health after decades of struggle for the implementation of Law 10,216 - Psychiatric Reform Law - and of Ordinance 3,088/11 that institutes a Psychosocial Care Network. A bibliographic review of the main categories of our study: psychiatric reform and counter-reform, associated with a documentary research of the main legislation related to mental health. With a qualitative approach, this technical research, an application platform of the way the approach of using the way Google also offers, in which it will become the speech of professionals and mental health managers and the offer of mental health services and on health policy. Mental health the data are analyzed descriptively based on the analysis of Bardin (2016) that will provide support for this discussion. This study intends to identify the technical and managerial difficulties of offering mental health services in the territory of the 9th Regional Health Management of Paraíba, in order to contribute to the improvement of services, of discussions based on everyday reality, aiming at a more viable and adequate between the demands and offers of mental health services in the territory.
