The objective was to know the health management of the regulation of the patient with cardiovascular urgency and emergency in the regional context. This is a study with a qualitative approach, developed in two stages, characterized by an exploratory nature in which they were used documentational procedures, and a descriptive nature, using the field technique. The research was carried out with 25 participants, 14 of which are municipal managers belonging to the 9th Health Region of Paraíba, as well as 11 health professionals and/or directors and coordinators of the health institutions (HRC, HUJB, CR - SAMU and UPA) involved in the regulatory process in health of patients in cardiovascular emergencies in the region. Data were collected through a semi-structured questionnaire from application of the Google Forms tool, which was based on 03 organizational categories such as: Participants Profile, Perception of Public Health Policies, and Organization of Health Services. This last was subdivided into analysis categories: facilitating factors and limiting factors. In the statements analysis, evidence of the following facilitating factors was found: regulation mode and network resources. And in the limiting factors category: regulatory difficulties and PPI outdated. Based on these results, it was possible to identify that the understanding of public health policies is still very much linked to bureaucratic logic. Health managers and regulatory professionals demonstrated knowledge of the importance of health regulation policy, however, they need to expand their knowledge about the integrated components of the urgency and emergency network, according with the health needs of users. The coordination between health services occurs, but for the consolidation of the urgency and emergency network, it is still necessary to establish a continuous flow in the care of cardiovascular patients, strategies that enable communication between services within the territory.
