RESUMO:

The aim of the work is to evaluate the impact of the implementation and 

internalization program of the Federal Institute of Education, Science and 

Technology of Rio Grande do Norte (IFRN) on the performance of high school 

schools in the municipalities covered by the implementation. The lack of research 

that addresses the influence of the implementation of Federal Institutes as an 

incentive to improve Basic Education Indexes, especially in states with low 

results in systems that evaluate education, as is the case of Rio Grande do 

Norte, justifies the relevance of this work. The Synthetic Control methodology 

developed by Abadie, Dimond and Hainmuller (2010) is used to obtain a 

counterfactual in the construction of the trajectory of the Basic Education 

Development Index (IDEB) scores in the municipalities covered by the 

implementation of the IFRN. Empirical evidence indicates that the expansion 

had a positive effect on IDEB scores.
