RESUMO:

The research addresses climate change in the lower reaches of the Piancó-Piranhas-Açu river basin, with the objective of identifying the perception of residents and municipal managers regarding climate change in the municipalities of Assú and Ipanguaçu, located in the aforementioned basin, in the state of Rio Grande do Norte (RN). The study comprises an analysis of public policies at the municipal, state and federal levels, highlighting the importance of mitigating and adaptive strategies. The methodology adopted follows ethical principles and was based on Yi-Fu Tuan's approach to perception studies, published in 2012, recognizing perception as a sensorial response and intentional activity in the face of phenomena. The research is mixed in nature, combining qualitative and quantitative approaches to provide an understanding of local climate issues. Questionnaires administered to local residents were used, as well as interviews with municipal secretaries, providing an understanding of the environmental challenges faced by municipalities. By emphasizing the relevance of public policies in mitigating the effects of climate change, the research highlights the fundamental role of key actors in implementing sustainable measures. The results point to the need for specific actions, considering local characteristics, to face the impacts of climate change. In Ipanguaçu, the results highlight the importance of awareness, education and coordinated government actions to effectively deal with the challenges posed by climate change. In the municipality of Assú, when exploring perceptions about the influence of human activities on environmental impacts, it is highlighted that the significant majority, corresponding to 85% of participants, agreed that anthropogenic actions are causing many impacts on the planet. This perception reflects a significant awareness of the human role in environmental change. This research contributes to the understanding of climate change, highlighting the importance of sustainable public policies and adaptive resilience strategies in the semi-arid region.
