RESUMO:

: For humanity, water has changed its values according to the expansion of societies in the world and the growing technological and industrial advances. It is no longer just a natural resource used to meet the basic needs of human beings and came to have economic value. The quantity and quality of fresh water, which are due to climatic, geological-geomorphological conditions, associated with inadequate models of socioeconomic activities, decreases significantly each year. However, it is not possible to manage water resources in isolation from the environmental systems of which they are part, and from socioeconomic and cultural relations, it is necessary to understand the hydrographic basin as a unit of planning and management of socio-environmental development. The present study was developed in the apodi-mossoró river basin, with the objective of analyzing water demand and supply in the fouryear period (2017-2018), a period in which the region in which the basin is inserted, faced a prolonged drought, with low rainfall rates. The evaluation of water management was another point considered, in order to obtain the perception of managers in view of the scenario found and the point of view of municipal management on the importance of the São Francisco-PISF River Integration Project for the basin. At the end of the study, the information obtained through the bibliographic survey and application of forms made it possible to understand which techniques were used by managers in the case of water scarcity, where reservoir levels reached very low volumes, compromising water quality and population supply, as well as deficits in water demand in the period in question.
